The strategic framework process builds a common vision, or shared understanding, based on functional realities, among the public, private and institutional sectors that lead to effective strategy development.

Creating a framework is based on the completion of four key components. Each component is designed to fulfill the following set of requirements:

Leadership matrix - creates the platform of informed and involved leadership working collaboratively in the development of mutually beneficial initiatives.


Communications - creates a broad and clear understanding and public consensus to support regional initiatives.


Project Management - creates the administrative and technical teams capable of carrying the project through implementation.


Strategy Development
Within the framework, the context for strategy development is entirely redefined. By linking leaders with an understanding of networks, a new platform for evaluating position, resources and markets is created on which consensus based strategic responses to opportunities and threats can be developed.
